Bealer, from San Antonio, and Seaman Roxana “Peanut” Pena, 21, from El Paso, Texas, bid farewell to 103 Dominican Republic migrants January 31 in La Romana, as they disembark U.S. Coast Guard Cutter Oak, a 225-foot buoy tender homeported in Charleston, S.C., and are turned over to the Dominican Republic navy.
