<p><st1:city w:st="on">SAN JUAN</st1:city>, Puerto Rico &ndash; The U.S. Coast Guard Captain of the Port San Juan, Capt. Eduardo Pino, established a 100 yard radius moving safety zone around the heavy-lift ship Zen Hua 7, during her arrival and delivery of two Super-Post Panamax cranes Thursday morning to the Port of the <st1:country-region w:st="on">Americas</st1:country-region> in <st1:city w:st="on">Ponce</st1:city>, <st1:place w:st="on">Puerto Rico</st1:place>.</p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">&ldquo;The safety zone is necessary to reduce navigational hazards and provide for the safety of vessels and personnel in the area by preventing unnecessary vessel traffic during the Zen Hua 7&rsquo;s arrival,&rdquo; said Cmdr. Carlos Torres, Sector San Juan Chief of Preventions.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">The safety zone will be in effect upon the Zen Hua 7&rsquo;s transit, beginning at the mouth of the entrance channel (Buoys 1 and 2), to Port of the <st1:country-region w:st="on"><st1:place w:st="on">Americas</st1:place></st1:country-region> and is effective until the vessel is moored pierside.</span></span></p>
<p><span style="font-size: small;"><span style="font-family: times new roman,times;">No vessels are allowed to enter the safety zone without express permission from the Coast Guard Sector San Juan Captain of the Port.&nbsp; The Coast Guard will be enforcing the safety zone with the assistance of Puerto Rico Police Joint Forces of Rapid Action (FURA) and Ponce Municipal Police marine units<st1:country-region w:st="on"><st1:place w:st="on">.</st1:place></st1:country-region></span></span></p>

<p><st1:city w:st="on">SAN JUAN</st1:city>, Puerto Rico -&nbsp;The crew of Coast Guard Cutter Pea Island repatriated seven Dominican&nbsp;men&nbsp;to <st1:place w:st="on"><st1:city w:st="on">Santo Domingo</st1:city>, <st1:country-region w:st="on">Dominican Republic</st1:country-region></st1:place> Tuesday, following an at-sea interdiction by Caribbean Border Interagency Group (CBIG) Law Enforcement authorities Monday.</p>
<p>The crew of the <st1:placename w:st="on">Pea</st1:placename> <st1:placetype w:st="on">Island</st1:placetype> detained one other Dominican man&nbsp;for attempting to enter illegally into the <st1:country-region w:st="on">United States</st1:country-region> or a <st1:country-region w:st="on"><st1:place w:st="on">U.S.</st1:place></st1:country-region> territory after previously having been formally deported.&nbsp; The U.S. Attorney's Office in <st1:place w:st="on">Puerto Rico</st1:place> accepted&nbsp;to prosecute his case.</p>
<p>The crew of a U.S. Customs and Border Protection DASH-8 aircraft located a 20-foot wooden vessel Sunday night, while patrolling waters approximately 17 nautical miles west of Cabo Rojo, <st1:place w:st="on">Puerto Rico</st1:place>.&nbsp;</p>
<p>The Dominican migrants were traveling illegally to Puerto Rico from the <st1:country-region w:st="on"><st1:place w:st="on">Dominican Republic</st1:place></st1:country-region>.</p>
<p>The&nbsp;crew of a&nbsp;U.S. Customs and Border Protection marine unit&nbsp;interdicted the migrant vessel, while the Coast Guard Cutter Pea Island arrived on scene shortly thereafter and&nbsp;embarked the migrants. Once onboard the cutter, the crew of the <st1:place w:st="on"><st1:placename w:st="on">Pea</st1:placename> <st1:placetype w:st="on">Island</st1:placetype></st1:place> collected the biographic information, including digital fingerprints and facial photographs from the interdicted migrants.</p>
<p>The Pea Island rendezvoused Monday afternoon with awaiting Border Patrol agents in Mayaguez, Puerto Rico, where Border Patrol agents conducted migrant interviews and took custody of the detained migrant. &nbsp;</p>
<p>The crew of the <st1:placename w:st="on">Pea</st1:placename> <st1:placetype w:st="on">Island</st1:placetype> repatriated the remaining seven Dominicans Tuesday morning, when they turned custody over to Dominican Republic Naval authorities in <st1:place w:st="on"><st1:city w:st="on">Santo Domingo</st1:city>, <st1:country-region w:st="on">Dominican Republic</st1:country-region></st1:place>.</p>
<p><st1:placetype w:st="on">Coast</st1:placetype> <st1:placename w:st="on">Guard</st1:placename> <st1:placename w:st="on">Cutter</st1:placename> <st1:placename w:st="on">Pea</st1:placename> <st1:placetype w:st="on">Island</st1:placetype> is a 110-foot patrol boat home ported in <st1:place w:st="on"><st1:city w:st="on">Key West</st1:city>, <st1:state w:st="on">Fla.</st1:state></st1:place></p>
<i>The concept of CBIG resulted from a March 2006 collaboration of local Homeland Security components that effectively stemmed the increased flow of traffic across the Mona Passage between the <st1:country-region w:st="on">Dominican Republic</st1:country-region> and <st1:place w:st="on">Puerto Rico</st1:place>. In July 2006, CBIG was formally created to unify efforts of the U.S. Customs and Border Protection's Office of Air &amp; Marine (A&amp;M), Office of Field Operations (OFO), and Office of Border Patrol (OBP), the U.S. Coast Guard (USCG), Immigration and Customs Enforcement (ICE) the United States Attorney ' s Office, District of Puerto Rico, and Puerto Rico Police Joint Forces of Rapid action (FURA) in their common goal of securing Puerto Rico and the U.S. Virgin Islands against illegal maritime traffic and gaining control of our nation's Caribbean borders.</i></td>

<p><st1:city w:st="on">San Juan</st1:city>, Puerto Rico &ndash; Coast Guard and Dominican Republic Navy rescue crews are searching Friday for four missing boaters in waters south of <st1:place w:st="on"><st1:city w:st="on">Boca Chica</st1:city>, <st1:country-region w:st="on">Dominican Republic</st1:country-region></st1:place>.</p>
<p>Robert Wayne and Laura Ricart, U.S. citizens; Javier Jorge, Spanish citizen and Plinio Jacobo,&nbsp;Dominican Republic citizen,&nbsp;reportedly went fishing out of Boca Chica, Dominican Republic Thursday morning aboard a 24-foot white sportfisher vessel with a blue trim and a blue bimini top.&nbsp; The boaters never returned to Boca Chica after they were expected to arrive Thursday afternoon.</p>
<p>The Coast Guard Liaison Officer at the U.S. Embassy in <st1:place w:st="on"><st1:city w:st="on">Santo Domingo</st1:city>, <st1:country-region w:st="on">Dominican Republic</st1:country-region></st1:place> notified Coast Guard Sector San Juan Watchstanders of a request for assistance Friday from Dominican Republic Naval authorities for the Coast Guard to assist them with the search efforts.</p>
A Coast Guard Air Station Clearwater HC-130 rescue crew is searching waters south of <st1:place w:st="on"><st1:city w:st="on">Boca Chica</st1:city>, <st1:country-region w:st="on">Dominican Republic</st1:country-region></st1:place> alongside Dominican Republic Naval authorities, searching aboard an 85-foot patrol boat and 24-foot Boston Whaler, for the missing boaters.&nbsp; Dominican Republic Navy Auxiliary personnel, Dominican Republic Navy&rsquo;s volunteer force, are also searching with surface vessels and aircraft.</td>

<td style="font-size: small; font-family: times new roman,times; text-align: left;"><br /> <br /> SAN JUAN, Puerto Rico - The Captain of the Port San Juan removed the Safety Zone for the entrance to San Juan Harbor Wednesday morning due to improved sea conditions along the north coast of Puerto Rico.<br /> <br /> The safety zone was established due to heavy surf along the north coast of Puerto Rico. No vessels were allowed to enter or depart the port of San Juan without the permission of the Captain of the Port.<br /> <br /> Although the Safety Zone has been removed, the National Weather Service High Surf Advisory will remain in effect until 6p.m. Wednesday evening. All vessel and facility operators, especially recreational boaters and swimmers, should continue to monitor this situation and not take undue risks.<br /></td>

<p><br /> SAN JUAN, Puerto Rico - The Captain of the Port San Juan established a Safety Zone for the entrance to San Juan Harbor Monday due to heavy surf along the north coast of Puerto Rico.<br /> <br /> The safety zone covers all navigable waters within the port of San Juan and out three nautical miles to the pilot boarding area at approximate position 18&deg; 31'12''N 066&deg; 07'48''W.&nbsp; The safety zone will be enforced for the duration of the significant surf conditions from 5p.m. Monday to 6p.m. Wednesday.<br /> <br /> No vessels may enter or depart the port of San Juan without the permission of the Captain of the Port. Out of the eight vessels delayed Tuesday, one departed to St. Thomas, U.S. Virgin Islands and two are still awaiting entry approval.</p>
<p>"Swimmers and recreational boaters should avoid the ocean until this severe weather passes," said Capt. Joanna Nunan, Acting Sector San Juan commander and Captain of the Port.&nbsp; "Along with the pilots, we're keeping a close eye on the large breakers and wind at the entrance to San Juan Harbour to ensure the people and vessels coming in and out of the port remain safe."<br /> <br /> The National Weather Service is forecasting extremely dangerous surf conditions with very large swells in excess of 20-feet along the north coast of Puerto Rico and the U.S. Virgin Islands. Vessel and facility operators should monitor this situation and take appropriate action to minimize the risks associated with these predicted conditions.</p>

<p><st1:city w:st="on">SAN JUAN</st1:city>, <st1:place w:st="on">Puerto Rico</st1:place> &ndash; Coast Guard Marine Investigators are investigating the cause that led to the grounding of the 920-foot double-hulled Liquefied Natural Gas (LNG) tank ship Matthew Tuesday.</p>
<p>The Norwegian flag tank ship grounded at 6 15 a.m. and was later refloated Tuesday morning, approximately a half nautical mile southeast of Cayo Caribe near Guayanilla, Puerto Rico. &nbsp;There are no reports or sightings of pollution at this time.&nbsp; &nbsp;</p>
<p>The vessel was later refloated whent the tank ship crew transferred cargo from the vessel&rsquo;s forward to its aft cargo tanks allowing the vessel to successfully float free. The Matthew is now moored at the Eco Electrica facility, where underwater hull integrity assessments are scheduled to be conducted by contract&nbsp;divers.</p>
<p>Sector San Juan Coast Guard command center controllers were alerted Tuesday morning after receiving&nbsp;a report that the vessel had grounded onto rocks during their inbound transit to Guayanilla.&nbsp;</p>
Coast Guard marine inspectors and pollution investigators from Regional Inspection Office Ponce and Sector San Juan are providing support on scene. Coast Guard controllers launched an Air Station Borinquen, <st1:place w:st="on">Puerto Rico</st1:place>,&nbsp;HH-65 Dolphin helicopter crew to assist.<span id="_marker">&nbsp;</span> </span></span></td>

<p style="margin: 0.0px 0.0px 16.0px 0.0px; font: 16.0px Times;"><span style="letter-spacing: 0.0px;">Rescued is Edward Hagley, 52, after he reportedly went out on a fishing trip Saturday morning and did not return to Road Town, Tortola, British Virgin Islands, where he was expected to arrive at approximately 8 p.m. Sunday.</span></p>
<p style="margin: 0.0px 0.0px 16.0px 0.0px; font: 16.0px Times;"><span style="letter-spacing: 0.0px;">Coast Guard Sector San Juan Watchstanders received a telephone call from the British Virgin Islands Search and Rescue personnel Wednesday afternoon, notifying they had received a&nbsp;cellular phone&nbsp;call from Hagley, who requested assistance and notified he was disabled in waters off of Anegada Island.</span></p>
<p style="margin: 0.0px 0.0px 16.0px 0.0px; font: 16.0px Times;"><span style="letter-spacing: 0.0px;">Coast Guard Watchstanders in Sector San Juan diverted a Coast Guard Auxiliary aircraft to the scene, while the British Virgin Islands Search and Rescue sent out the Good Samaritan Vessel Robin II to find Hagels.&nbsp;</span></p>
<p style="margin: 0.0px 0.0px 16.0px 0.0px; font: 16.0px Times;"><span style="letter-spacing: 0.0px;">The Coast Guard Auxiliary aircrew located Hagley aboard his vessel signaling for assistance with a mirror.&nbsp; The Coast Guard Auxiliary aircrew vectored the Robin II to Hagley's position, while the crew of the Robin II was able to arrive on scene with Hagley and provide assistance in repairing his vessel. &nbsp; The Robin II escorted Hagley to Virgin Gorda, where they arrived safely at approximately 7:42p.m. Thursday.</span></p>

<p style="margin-top: 0px; margin-right: 0px; margin-bottom: 16px; margin-left: 0px; font: normal normal normal 16px/normal Times;"><span style="letter-spacing: 0px;">Missing is Edward Hagley, 52, who reportedly went out on a fishing trip Saturday morning and has not returned to Road Town, Tortola, British Virgin Islands, where he was expected to arrive at approximately 8 p.m. Sunday.</span></p>

<p>SAN JUAN, Puerto Rico - Captain of the Port of San Juan, Coast Guard Capt. Eduardo Pino, has established a temporary safety zone for the world's largest cruise ship, Oasis of the Seas, arrival and departure into and from St. Thomas, U.S. Virgin Islands&nbsp;Tuesday.</p>
<p>Persons and vessels will be prohibited from entering into, transiting through, or anchoring within the safety zone unless authorized by the COTP San Juan. The safety zone includes all waters contained from the entrance of West Gregerie Channel at red lighted buoy four to Careen Hill.</p>
<p>The Oasis of the Seas is expected to arrive from 7:30 a.m. to 8:30 a.m. Tuesday. &nbsp;The safety zone will be activated when the Oasis of the Seas enters the port and deactivated once it is safely moored. &nbsp; The safety zone will be reactivated during the cruise ship's expected departure at 5 p.m. Tuesday and deactivated once the Oasis of the Seas has left the port.</p>
<p>"We expect a large number of boaters may want to watch the arrival of the world's largest cruise ship," said&nbsp;Pino. "The safety zone&nbsp;is necessary in order to provide for the safety of spectators and other vessels and users of the waterways."</p>

<p>SAN JUAN, Puerto Rico -- A Coast Guard crew aboard the cutter Matinicus&nbsp;escorted two people aboard a disabled 56-foot U.S. flagged sailing vessel to safe harbor in Christiansted, St. Croix, Virgin Islands, Thursday.</p>
<p>Good Samaritans aboard the motor vessel Saxonia Express received a distress call from the sailing vessel Perfect Ride via VHF radio Wednesday.&nbsp; The good Samaritans contacted&nbsp;controllers at the&nbsp;Sector San Juan Command Center to report the sailing vessel was disabled with engine problems and a damaged mast about 160-miles southeast of Puerto Rico.</p>
<p>The Matinicus crew responded and escorted the disabled vessel to Christiansted Thursday night.</p>
<p><b>Boating Safety Tips:</b>&nbsp;</p>
<ul>
<li>Boaters are reminded to equip their vessels with safety equipment, be mindful of state boating laws, and be courteous to fellow boaters while operating on the water. </li>
<li>There should be a personal flotation device on the vessel for each person, sized accordingly. </li>
<li>Boaters should have flares and are encouraged to have an Emergency Position Indicating Radio Beacon (EPIRB) with 406 MHz capabilities to enable a faster response by the Coast Guard in the event of an emergency. </li>
<li>Boaters should have an operational marine VHF radio on their boat in order to contact the Coast Guard on channel 16, in the event&nbsp;an emergency.&nbsp; Due to the high mountainous areas throughout the region, boaters&nbsp;should not rely on their&nbsp;cell phones as a means of communication.&nbsp; In order to expedite the Coast Guard's response in an emergency, mariners should have a GPS unit onboard or, at a minimum, maintain a knowledge of local waters and know&nbsp;their location at all times.&nbsp; The Coast Guard reminds radio operators that VHF channel 16 is an emergency channel and that improper transmission on channel 16 not only hampers Coast Guard response, but&nbsp;is punishable under federal law. </li>
<li>The Coast Guard strongly recommends that all boaters file a float plan with a friend or family member on land, with an approximate time of return and location to which you will be heading.&nbsp; It is also recommended that you regularly check in with those who are aware of your plan, especially if your plan should change. </li>
<li>Mariners should check current and forecasted weather conditions prior to getting underway, and remain aware of changing conditions once on the water.&nbsp; The National Weather Service broadcasts weather conditions throughout the day on VHF channel WX2.&nbsp; The Coast Guard broadcasts weather conditions on VHF channel 22A. <li>It is against the law for anyone to operate a vessel under the influence of alcohol. Consumption of alcohol by anyone else&nbsp;aboard is also strongly discouraged. </li>
