MIAMI - Coast Guard and Turks and Caicos Islands officials locate survivors from a Haitian sail freighter that capsized and sank Monday. Of the estimated 200 migrants aboard the grossly overloaded vessel, 118 have been rescued and 15 have been recovered deceased.
